Sahihi works out your jurisdiction from the region on each location. You never choose it, and you cannot override it: picking a region is the choice.
There are 26 mainland regions and 5 Zanzibar regions in the list: Mjini Magharibi, Kusini Unguja, Kaskazini Unguja, Kaskazini Pemba and Kusini Pemba. Choose one of those five and the location is Zanzibar. Choose any other and it is mainland.
If a location looks wrong in your requirement list, check its region first. That single field changes which regulators apply.
A Zanzibar business is not subject to BRELA, NSSF or WCF. Their absence from your list is correct, not a gap. Zanzibar has its own registrar, revenue authority and social security fund: BPRA, ZRA and ZSSF.
So a Zanzibar business sees a shorter mainland list and its own Zanzibar obligations instead. Both lists are complete for the jurisdiction they describe.
Add a location for each place you operate. A business with a Dar es Salaam office and a Pemba branch carries both sets of obligations, because each location is assessed on its own region.
Only an admin or an owner can add or edit locations.
